Worker 1 is at the bottom of the ravine near Blackrock prison, to reach him climb down the two rosehip roots/rocks near the bridge leading to Cook's Farm and then continue upstream. It is impossible to reach this place in story mode by going downstream from the mine. His Backpack contains Power Company ID identifying the worker as Samual Franks, Journeyman Electrician and his corpse holds Lost Worker's Note.
Worker 2
Worker 2 is located in the trailer up the road from the Power Plant right where the map points. To get to the trailer climb up the rosebush/roots and then before crossing the ravine over the second tree, make a sharp 180° turn and on the left side you should be able to climb up a steep path and then cross 2 fallen trees, then walk through the (top) rock arch and continue left. The corpse inside is dead via heavy bleeding from her arm and her corpse contains a Power Company ID identifying her as Linda Burnley, Journeyman Electrician.
Due to the Revolver she carries with 3 cartridges inside, a bloody bandage, a spare bandage nearby, and the large amount of blood on the ground, it may be presumed that she was attacked by wildlife or shot herself after the Convicts overtook the Prison. She may have also have been shot by Samual for unknown reasons (likely memory issues).
